My fellow citizens:

　I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors.

　I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.

　Forty-four Americans have now taken the presidential oath.

　The words have been spoken during rising tides of prosperity and the still waters of peace.

　Yet, every so often the oath is taken amidst gathering clouds and raging storms.

　At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.　

　So it has been. So it must be with this generation of Americans.

　That we are in the midst of crisis is now well understood.

　Our nation is at war, against a far-reaching network of violence and hatred.

　Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age.

　Homes have been lost; jobs shed; businesses shuttered.

　Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

　私達が危機の最中にいることは、今や誰もが知る通りです。私達の国家は、暴力と憎悪の広範なネットワークを相手に戦争中です。経済はひどく弱体化しています。それは、一部の者の強欲と無責任の結果であるだけでなく、厳しい決断をし損ない、国家を新しい時代に適合させそこなった我々全員の失敗の結果でもあります。

　家は失われ、職はなくなり、ビジネスは閉じられております。我々の健康保険制度は金がかかり過ぎます。学校は余りにも荒廃しています。さらに、我々のエネルギーの消費のしかたが我々の敵を強化し、我々の惑星を脅かしているという証拠が、日増しに増え続けております。

　These are the indicators of crisis, subject to data and statistics.

　Less measurable but no less profound is a sapping of confidence across our land - a nagging fear that America's decline is inevitable, and that the next generation must lower its sights.

　これらは、データと統計に基づく危機の指標です。予測は困難ですが、間違いなく深刻なのは、私達の国土に広がる自信の喪失です。米国の凋落（ちょうらく）は避けがたく、次の世代はうなだれて過ごさなければならないというぬぐいがたい恐怖です。

　On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.

　On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.

　この日、私達は、恐怖ではなく希望を、紛争と不一致ではなく目的を一つにする為の選択をして集っております。

　この日、私達は、ささいな不満や偽りの約束、非難や言い古された定説を終わらせることを宣言致します。それらは、私達の政治をあまりにも長い間阻害して参りました。

　We remain a young nation, but in the words of Scripture, the time has come to set aside childish things.

　The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

　私達はなお若い国家です。しかし、聖書の言葉には、子どもじみたことに幕を閉じる時が来るとあります。我々の忍耐に富んだ精神を再確認し、より良い歴史を選ぶ時が来ました。貴重な才能と、世代から世代へと引き継がれてきた尊い考えを発展させるときが来ました。それは、すべての人は平等で、自由で、あらゆる手段により幸福を追求する機会を授けられているという神の与え給うた約束のことです。

　In reaffirming the greatness of our nation, we understand that greatness is never a given.

　It must be earned.

　Our journey has never been one of short-cuts or settling for less.

　It has not been the path for the faint-hearted - for those who prefer leisure over work, or seek only the pleasures of riches and fame.

　Rather, it has been the risk-takers, the doers, the makers of things - some celebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.

　私達の国の偉大さを再確認する時、私達は、偉大さが決して与えられたものではないことに気づきます。それは勝ち取らなければならないのです。私達の旅は、近道でも安易なものでもありませんでした。私達の行路には、仕事より娯楽を好み、富と名声の喜びだけを求めるような、邪悪な者のための道筋はありませんでした。むしろ、私達の旅には、危機に立ち向かう者、仕事をする者、生産者が居ます。それらの人々は、著名な人たちというより、しばしば無名の働く男女で、長い険しい道を繁栄と自由を目指して導いて参りました。

　For us, they packed up their few worldly possessions and traveled across oceans in search of a new life.

　For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth.

　For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn.

　私達のために、彼らは、わずかな荷物をまとめ、新たな生活を求めて大洋を旅して参りました。

　私達のために、彼らは、額に汗してせっせと働き、西部に移住し、むち打ちに耐えながら、硬い大地を耕しました。

　Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life.

　They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction.

　This is the journey we continue today.

　We remain the most prosperous, powerful nation on Earth.

　Our workers are no less productive than when this crisis began.

　 Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year.

　Our capacity remains undiminished.

　But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions - that time has surely passed.

　Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

　これが今日も我々が続けている旅なのです。私達は依然として地球上で最も繁栄し、力強い国で在り続けています。私達の労働者は、このたびの危機が始まった時と比べ生産性を低くしたわけではありません。精神は相変わらず創意に富んでおります。私達が生みだす物やサービスは先週や先月、昨年と同様相変わらず必要とされております。能力も衰えておりません。しかし、同じ手を用いるだけで、狭い利益にこだわり、面倒な決定を先送りしております。そんな時代は確実に終わったのです。今日から立ち上がり、私達はほこりを払って、米国再生の仕事に向かって着手しなければなりません。

　For everywhere we look, there is work to be done.

　The state of the economy calls for action, bold and swift, and we will act - not only to create new jobs, but to lay a new foundation for growth.

　We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together.

　We will restore science to its rightful place, and wield technology's wonders to raise health care's quality and lower its cost.

　We will harness the sun and the winds and the soil to fuel our cars and run our factories.

　And we will transform our schools and colleges and universities to meet the demands of a new age.

　All this we can do. And all this we will do.

　いたるところに為すべき仕事があります。経済状態は、大胆かつ迅速な行動を求めております。そして私達は、新規の仕事の創出のみならず、新たな成長の礎を整えるべく行動せねばなりません。道路や橋や電線やデジタル通信網の建設に向かうべきです。それらは、商業に役立ち私達を結び付けます。科学を本来あるべき地位に戻し、テクノロジーの威力を用いて医療の質を引き上げながら且つそのコストは減らさねばなりません。太陽、風や土壌を利用して自動車を動かし、工場を動かすべく向かわねばなりません。新時代の要請に合うよう学校や単科大、大学を変えていかねばなりません。私達はこれらすべてのことができるし、やって行くことになるでしょう。

　Now, there are some who question the scale of our ambitions - who suggest that our system cannot tolerate too many big plans.

　Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

　私達の抱負の大きさについて疑念を抱く人がいます。私達のシステムは余りにも多くの大きな計画に耐えられないと指摘する人達です。というのは、彼らはこの国が何を成し遂げたてきたかを忘れてしまっています。そういう人達は、想像力が共通の目的と出合った時、必要が勇気と結びついた時、自由な男女がいかほどのことを為し得るのかを忘れています。

　What the cynics fail to understand is that the ground has shifted beneath them - that the stale political arguments that have consumed us for so long no longer apply.

　The question we ask today is not whether our government is too big or too small, but whether it works - whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified.

　Where the answer is yes, we intend to move forward. Where the answer is no, programs will end.

　And those of us who manage the public's dollars will be held to account - to spend wisely, reform bad habits, and do our business in the light of day - because only then can we restore the vital trust between a people and their government.

　皮肉屋が理解し損なうのは、彼らがよって立つ地面が動いてしまっているということです。長い間、私達を虜にしてきた陳腐な政治議論はもはや通用しません。私達が今日問うべきことは、政府の大小ではありません。政府が機能するかどうかなのです。政府が、家族が人並みの給与の仕事を見つけたり、負担できる（医療）保険や、それなりの退職資金を手に入れることの助けになるかどうかなのです。

　答えがイエスの場合は、その施策を前進させます。ノーならば終わりとします。公金を管理する者は賢明適切に支出し、悪弊を改め、誰からも見えるように業務を行うのです。それによって初めて、国民と政府の間に生き生きとした信頼を回復できるのです。

　Nor is the question before us whether the market is a force for good or ill.

　Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control - and that a nation cannot prosper long when it favors only the prosperous.

　The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart - not out of charity, but because it is the surest route to our common good.

　問うべきなのは、市場の良しあしではありません。富を作り自由を広げる市場の力に比肩するものはありません。しかし、このたびの危機は、監視がなければ市場が統制を失ってしまい、国家が豊かな者ばかりを優遇するようなことでは繁栄を長続きすることはできないということを再確認させてくれました。経済の成功はいつも、単に国内総生産（ＧＤＰ）の大きさだけでなく、繁栄の広がりや、意欲のある人にどれだけ機会を広げられるかの能力にも依存しております。それらは慈善として為されるものではなく、公共の利益に通じる最も確実な道としての拠りどころなのです。

　これらの理想は、今日でも世界を照らしており、私達は便宜主義的な都合で手放したりはしません。今日（の就任式を）見ている他国の国民や政府ら、巨大都市から私の父が生まれた小さな村までの人たちが、米国が、平和と尊厳の未来を求めるすべての国々、すべての男女と子供の友人であり、私達がもう一度、指導力を発揮していく用意があることを知っています。

　Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions.

　They understood that our power alone cannot protect us, nor does it entitle us to do as we please.

　Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

　前の世代は、ファシズムや共産主義と、ミサイルや戦車だけではなく、強固な同盟と強い信念を持って対峙（たいじ）したことを思い出しましょう。彼らは、力だけでは守れず、好きに振る舞う資格を得たのではないことも理解していました。代わりに、慎重に使うことで力が増すことを理解していました。私達の安全は、大義の正当性や模範を示す力、謙虚さ、自制心から生みだされるものなのです。

　We are the keepers of this legacy.

　Guided by these principles once more, we can meet those new threats that demand even greater effort - even greater cooperation and understanding between nations.

　We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan.

　With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet.

　私達は、この遺産の継承者です。こうした原則にもう一度導かれることで、私達は、一層の努力や、国家間の一層の協力や理解が求められる新たな脅威に立ち向かうことができのです。私達は、イラクをイラク国民に委ねる責任ある撤退、アフガニスタンに苦労しながらも平和を築くことを始めます。古くからの友やかっての敵とともに、核の脅威を減らし、地球温暖化を食い止めるためたゆまず努力致します。

　We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

　私達は、私達の生き方について言い訳しないし、それを守ることを躊躇（ちゅうちょ）しません。目的の推進を図る為にテロを引き起こし、罪のない人を虐殺する人々に対して、我々は告げます。私達の精神は今、より強固であり、壊すことはできないと。あなたがたは、我々より長く生き延びることはできません。私達は、あなたたちを打ち破ります。

　For we know that our patchwork heritage is a strength, not a weakness.

　We are a nation of Christians and Muslims, Jews and Hindus - and non-believers.

　We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

　私達のつぎはぎ細工の遺産は強みであって、弱みではありません。私達は、キリスト教徒やイスラム教徒、ユダヤ教徒、ヒンズー教徒、それに神を信じない人による国家です。私達は、あらゆる言語や文化で形作られ、地球上のあらゆる場所から集まっています。私達には、南北戦争や人種隔離という苦い経験を味わっており、その暗い時代から出てきて、より強く、より団結するようになっています。私達は信じています。古くからある憎しみはいつかなくなり、民族を隔てる境界も消えることを。世界が小さくなる中で、私達に共通の人間愛が現れることになることを。米国が、新しい平和の時代に先駆ける役割を果たさねばならないことを。

　To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect.

　To those leaders around the globe who seek to sow conflict, or blame their society's ills on the West - know that your people will judge you on what you can build, not what you destroy.

　To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

　イスラム世界よ、私達は、相互理解と尊敬に基づく新しく進む道を模索します。紛争の種をまいたり、自分たちの社会の問題を西洋のせいにしたりする国々の指導者よ、人々は、あなた方が何を築けるかで判断するのであって、何を破壊するかで判断するのではないことを知るべきです。腐敗や欺き、さらには異議を唱える人を黙らせることで、権力にしがみつく者よ、あなたたちは、歴史の誤った側にいます。私達は、あなた方が握ったこぶしを開くなら手をさしのべます。

　To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds.

　And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world's resources without regard to effect.

　For the world has changed, and we must change with it.

　貧しい国の人々よ、私達は誓います。農場に作物が実り、きれいな水が流れ、飢えた体に栄養を与え、乾いた心を満たすため、ともに取り組むことを。私達と同じように比較的満たされた国々よ、私達が国境の向こう側の苦悩にもはや無関心でおることや、影響を考慮せず世界の資源を消費することはできません。世界は既に変わったのです。故に、我々も世界と共に変わらなければなりません。

　As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains.

　They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages.

　We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves.

　And yet, at this moment - a moment that will define a generation - it is precisely this spirit that must inhabit us all.

　For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies.

　It is the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job which sees us through our darkest hours.

　It is the firefighter's courage to storm a stairway filled with smoke, but also a parent's willingness to nurture a child, that finally decides our fate.

　政府はやれること、やらなければならないことをやるが、詰まるところ、わが国がよって立つのはアメリカ国民の信念と決意に関わっております。堤防が決壊した時、見知らぬ人をも助ける親切心であり、友人が職を失うのを見て、傍観するのではなく自らの労働時間を削ってでも助け合おうとする労働者の無私無欲の心です。これにより暗黒の時を切り抜けることができます。煙に覆われた階段を突進する消防士の勇気であり、子どもを育てる親の意思です。これが最終的に私達の運命を決めるのです。

　Our challenges may be new.

　The instruments with which we meet them may be new.

　But those values upon which our success depends - hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism - these things are old.

　These things are true.

　They have been the quiet force of progress throughout our history.

　我々の挑戦は新しいものになるでしょう。我々がそれに立ち向かう手段も新しいものになるでしょう。しかし、私達の成功は、勤労や正直さ、勇気、公正、寛容、好奇心、忠誠心、愛国心といった価値観にかかっています。これらは、昔から変わらぬ真実です。これらは、歴史を通じて進歩を遂げるため静かな力となってきました。

　必要とされるのは、そうした真実に立ち返ることです。いま私達にに求められているのは、新しい責任の時代に入ることです。米国民一人ひとりが自分自身と自国、世界に義務を負うことを認識し、その義務をいやいや引き受けるのではなく喜んで機会をとらえることです。困難な任務に全力で立ち向かうことほど精神を満たし、人格を磨くことはありません。

　This is the price and the promise of citizenship.

　This is the source of our confidence - the knowledge that God calls on us to shape an uncertain destiny.

　これが市民精神の真価であり約束なのです。これが我々の自信の源なのです。神が、我々に未知の運命を形作るよう命じている命題なのです。

　This is the meaning of our liberty and our creed - why men and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

　これが我々の自由と信条の意味なのです。なぜ、あらゆる人種や信条の男女、子どもたちが、この意義ある広場の至る所で祝典のため集えるのか。そして、なぜ６０年足らず前なら地元のレストランで食事することを許されなかったかもしれない父親を持つ男が今、最も神聖な宣誓を行うためにあなた方の前に立つことができるのか。

　So let us mark this day with remembrance, of who we are and how far we have traveled.

　In the year of America's birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river.

　The capital was abandoned.

　The enemy was advancing.

　The snow was stained with blood.

　At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people:

　だから、この日を記憶に刻むことにしましょう。我々が誰なのか、どれほど長い旅をしてきたのかを。米国誕生の年、酷寒の中で、愛国者の小さな一団は、氷が覆う川の岸辺で、消えそうなたき火の傍らに身を寄せ合いました。首都は見捨てられました。敵は進軍してきました。雪は血で染まりました。私達の革命の結末が最も疑わしくなった時、私達の祖国の建国の父祖は、次の言葉を人々に読むよう命じました。

　"Let it be told to the future world...that in the depth of winter, when nothing but hope and virtue could survive...that the city and the country, alarmed at one common danger, came forth to meet [it]."

　「酷寒の中、希望と美徳しか生き残ることができない時、共通の脅威に気づいた町も田舎もそれに立ち向かうために進み出た、と未来の世界で語られるようにしよう」

　America. In the face of our common dangers, in this winter of our hardship, let us remember these timeless words.

　With hope and virtue, let us brave once more the icy currents, and endure what storms may come.

　Let it be said by our children's children that when we were tested we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God's grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations.

　アメリカよ。私達自身が共通の脅威に直面している時に、我々自身の苦難の冬に、時を超えたこれらの言葉を思い出しましょう。希望と美徳を抱いて、この凍てつく流れに再び立ち向かい、どんな嵐が訪れようとも耐えましょう。
